How to apply for help paying for groceries

You apply through the state where you live, not through the federal government. Every state has its own form, its own website and its own SNAP office, and the official state directory below sends you straight to the right one.

SNAP stands for Supplemental Nutrition Assistance Program, the program most people still call food stamps. It is federal, but the paperwork and the decision happen at the state level.

The process is short and it costs nothing. Here is how it works from start to finish.

1Open the state directory

Click your state on the official map. You get the state SNAP website, the local office list and the state hotline. If you prefer the phone, the national SNAP information line is 1-800-221-5689.

2Send the application

Most states take applications online. You can also apply by mail, by fax or in person. Send it even if you are missing a document, because your benefits count from the day you apply.

3Do the interview

Every applicant has one interview, usually by phone. You show proof of who you are, what you earn and what you pay for rent and utilities. Someone else can be named in writing to do it for you.

4Get the answer and the card

The state has 30 days to decide. If you are approved, the money is loaded every month onto an EBT card that works like a debit card at the grocery store.

ℹ️ Important: Some households get benefits in 7 days instead of 30. That happens when you have under $100 in cash and under $150 in monthly income, or when your rent and utilities cost more than your income plus savings.

How much SNAP pays each month

A single person can get up to $298 a month, and a family of four can get up to $994. These are the maximum amounts for the 48 mainland states and Washington DC, valid from October 1, 2025 to September 30, 2026.

Almost nobody gets the maximum. The formula is simple: the state takes your net income, multiplies it by 30 percent, and subtracts that from the maximum for your family size. So a family of four with $1,000 of net income gets $994 minus $300, which is $694 a month.

There is also a floor. One and two person households that qualify never receive less than $24 a month. Alaska, Hawaii, Guam and the Virgin Islands work with higher tables, because food costs more there.

Who qualifies for food stamps and what the income limits are

Two income tests decide almost every case. Your gross income, meaning everything you earn before deductions, has to stay at or under 130 percent of the poverty line. Your net income, after deductions, has to stay at or under 100 percent of it.

For one person in the mainland states, that means $1,696 gross and $1,305 net per month. For a family of four, it means $3,483 gross and $2,680 net. Each extra person adds $596 to the gross limit and $459 to the net one.

Savings count too, but not as much as people fear. A household can have $3,000 in countable resources, or $4,500 if someone in it is 60 or older or has a disability. Your home does not count, and most retirement accounts do not count either.

Many states raise these limits above the federal floor through a rule called broad based categorical eligibility. One more reason not to assume you earn too much.

Deductions that can lower your countable income

Deductions are what turn a “no” into a “yes” for a lot of families. The state does not look at your paycheck alone. It subtracts a list of real costs before deciding.

Every household gets a 20 percent deduction on money earned from work. On top of that comes a standard deduction of $209 for households of one to three people, $223 for four, $261 for five and $299 for six or more.

Then come the costs people forget to report. Childcare paid so you can work or study is deductible. Medical bills above $35 a month are deductible for elderly or disabled members.

Housing is the big one. If rent, taxes, electricity, water, heating and one basic phone line eat more than half of what is left, the excess is deducted up to $744. For households with an elderly or disabled member, there is no cap on that deduction.

What your EBT card buys, in stores and online

The EBT card works like a debit card and covers food you take home and prepare. It does not cover hot meals, pet food, cleaning products, vitamins, alcohol or cigarettes.

Online grocery shopping with EBT is available in every state. You can pay with your card on Amazon and Walmart, and at hundreds of stores through Instacart, including Aldi, Publix and Food Lion. Grocery delivery that accepts EBT is now the normal way to shop for people without a car.

One rule surprises everyone. Delivery fees, service fees, tips and taxes cannot be paid with SNAP money. You need a debit or credit card on file to cover those charges, even when every item in the cart is eligible.

What SNAP is called in your state and where to call

The federal name is SNAP, but almost every state uses its own brand. That is why searching for the food stamp office near me often returns a name you do not recognize.

In Mississippi the agency is MDHS, in Illinois it is DCFS, in Indiana the application goes through FSSA, and in Ohio it is ODJFS. New Jersey runs njSNAP, Wisconsin calls it FoodShare, Florida uses the EPASS portal, and in Texas the card itself is known as the Lone Star card.

All of them lead to the same federal program, with the same rules on income and benefits. The state directory lists the SNAP website, the office locations and the customer service number for every state and territory.

Keep your state office number saved. You need it to check the balance, report a change of address or income, and start the recertification before your certification period ends.

Other help paying for groceries if SNAP is not enough

SNAP is the biggest program, but it is not the only one. Food banks have no income test and no paperwork, and using one does not reduce your SNAP benefit by a single dollar.

Feeding America runs a network of more than 200 member food banks that connect you to pantries, soup kitchens and mobile distributions near your address. Dialing 211 does the same job by phone, in most of the country, at any hour.

For older adults there is a dedicated senior grocery benefit called CSFP, the Commodity Supplemental Food Program. People aged 60 and over who meet the income rules pick up a free monthly box of canned vegetables, fruit, protein and cheese, with an average retail value near $50.

Families with young children should also look at WIC, and school meal programs usually accept SNAP households automatically. Veterans, people on Social Security disability and people on Medicaid can receive SNAP at the same time, since these programs do not cancel each other out.

If your application was denied and you believe the decision was wrong, you can ask for a fair hearing within 90 days, by phone, in writing or in person.

Common questions about help paying for groceries

Can you get benefits while working? Yes. Most SNAP households have someone with a job, and the 20 percent earned income deduction exists precisely for them.

Are students eligible? Usually not. People aged 18 to 49 enrolled at least half time in college are excluded unless they meet a specific exemption.

Do non citizens qualify? Some do. Lawfully present immigrants may qualify after five years in the country, or sooner with disability assistance. Undocumented immigrants have never been eligible, but a parent can still apply for an eligible child.
